The state program 'eVідновлення' is actively operating in the war zone, even amidst daily shelling. To ensure the implementation of the program, the authorities use remote methods to confirm the destruction of property due to military actions.
New rules allow commissions to work using satellite images, drone data, and photo-video materials provided by applicants. This helps avoid risks to life during the assessment of damage. Without these efforts, thousands of Ukrainians would remain uncompensated due to difficulties in accessing the scene caused by shelling.
'In many regions, due to constant shelling, commissions simply cannot get to the site to assess the damage. We are launching a mechanism that enables compensation for destroyed housing without risking life,' explained Minister for Community and Territorial Development Oleksii Kuleba.
Remote assessment: how it works and what the requirements are
According to the new rules, commissions can use remote assessment methods without direct contact with the objects. It is important that photo and video evidence meets certain technical requirements, including image clarity, recording of date, Time, and geolocation, as well as the presence of identifying features.
What is a housing certificate and how to use it
A housing certificate grants the right to receive compensation in the form of funding for new housing. This certificate can be used to purchase new housing in another region or for partial mortgage payment. According to Prime Minister Denys Shmyhal, assistance with housing issues is a priority task for the government.
Ukrainian authorities are adapting reconstruction and compensation programs to the specifics of the military conflict in the east of the country to ensure citizens can receive assistance in case of property destruction due to military actions.
