In Ukraine, 'booking' has been expedited: what employers need to know.

Ukraine has simplified the procedure for booking workers in critical enterprises. Now employers can submit applications for the extension of bookings without the mandatory 72-hour waiting period between the end of the previous term and the arrangement of a new one.
According to Deputy Prime Minister Mykhailo Fedorov, critical enterprises will be able to submit booking applications from January 22 to March 1, 2025. The current booking remains valid until February 28, 2025, and can be canceled and reissued without interruption.
The application submission procedure remains unchanged. Managers need to log into the citizen's cabinet on the 'Diia' portal, select the option 'Submit an application', provide candidate details, and confirm that the employee's salary exceeds 20,000 hryvnias.
An important requirement for enterprises is to update the criticality status by February 28. To do this, a package of documents must be submitted to the relevant state authority, such as the Ministry of Economy, Ministry of Agrarian Policy, Ministry of Energy, Ministry of Digital Transformation, etc.
The number of booked individuals in Ukraine is about 950,000 citizens, which is a stable number and does not hinder the mobilization processes.
According to the new rules, an employee must earn at least 20,000 hryvnias per month, and the enterprise cannot have debts on the single social contribution. Booking applications can only be submitted through the 'Diia' portal.
Bookings made without using the 'Diia' portal do not automatically appear in the Unified State Register of conscripts, military personnel, and reservists. In this case, state authorities are obliged to send a notification of booking to the territorial center for recruitment and social support.
