The diplomatic department of the European Union proposed the possibility of voluntary contributions from member countries to the European Peace Facility (EPF), which is used to finance military equipment. However, France and Germany have expressed concerns about the potential threat to the future of the EPF as a foreign policy tool, as this fund is currently based on mandatory contributions and requires unanimity for allocating funds.
Hungary has been vetoing payments for Ukraine for over a year, prompting member countries to seek alternative solutions. The issue of aid to Ukraine was discussed during a meeting between French President Emmanuel Macron and Hungarian Prime Minister Viktor Orban.
The EPF has already approved 7 aid packages totaling 3.5 billion euros and 2 billion euros for the supply of ammunition since the beginning of Russia's invasion. However, there is a danger that the voluntary contributions plan may not receive unanimous support from all member countries.
