Ukrainians May Lose the Right to a Subsidy Due to Debt
The Ministry of Social Policy of Ukraine announced changes to the subsidy payment system for housing and communal services. According to the new rules published by the Ministry of Social Policy, there is a risk that some citizens may lose the right to receive this financial support.
The main reason for stopping subsidy payments is unreimbursed debt for communal services. The Ministry explains that subsidies are intended for the most vulnerable categories of the population to help them pay for housing and communal services and reduce the financial burden on families. If the subsidy recipient does not use these funds as intended, the payments will be stopped.

Starting in 2024, the debt threshold that can lead to the loss of a subsidy is 680 hryvnias. This means that even a small debt can lead to the loss of the right to financial support from the state.
However, the Ministry of Social Policy has provided opportunities for restoring subsidy payments. This can be done in two ways:
- Full repayment of debt. After this, the right to receive a subsidy may be restored.
- Concluding a debt restructuring agreement with a utility company. Such an agreement can be concluded for a period of up to 60 months, depending on the amount of debt.
Earlier, the Pension Fund of Ukraine corrected the list of categories of Ukrainians who have the right to a subsidy. Now some citizens may lose this right due to debt for communal services.
