Boris Epstein is a native of Russia who spent his childhood in Russia and has relatives in both the Russian Federation and Ukraine. His biography does not include experience in the field of Ukraine's foreign policy.
Trump listened with interest to Epstein's proposal, neither rejecting it nor committing to it.
