New unemployment payment rules: what has changed for Ukrainians.


The maximum unemployment benefit and compensation for employers have been increased
Starting from January 1, 2025, the maximum unemployment benefit in Ukraine has increased to 8,000 hryvnias. Employers will now be able to receive compensation of up to 120,000 hryvnias for creating jobs for people with disabilities.
According to the new rules, the maximum unemployment benefit has risen from 7,100 hryvnias in 2024 to 8,000 hryvnias in 2025. This increase is linked to the rise in the minimum wage, which determines the amount of assistance for the unemployed. Larger payments will help the unemployed adapt to changing conditions, acquire new skills, or retrain, which will enhance their chances of employment.
The State Employment Service has also reviewed the amount of compensation provided to employers for creating jobs for people with disabilities. The compensation amounts will be as follows:
- Up to 120 thousand hryvnias (15 minimum wages) - for persons with Group I disability.
- Up to 80 thousand hryvnias (10 minimum wages) - for persons with Group II disability.
These compensations are intended to encourage employers to create jobs for people with disabilities, thereby increasing the employment rate among this category of the population. In 2024, 2,000 persons with disabilities were employed under this program, and the total amount of compensation for employers amounted to 130 million hryvnias.
The new programs aim to create a fairer labor market where people with disabilities, veterans, and other socially vulnerable groups can find stable jobs. For employers, this is an opportunity to receive financial support for creating jobs and to increase their social responsibility.
