In the occupied territories, heating will be turned off for those without an RF passport – National Resistance Center.

Residents of occupied territories may be left without heating without a Russian passport
According to the National Resistance Center (NRC), residents of the temporarily occupied territories of Ukraine face the loss of heating if they do not have a Russian passport. To conclude a new contract with heat suppliers, residents need to have Russian citizenship and register their property under Russian laws. This violates the rights of the Ukrainian population, and obtaining heat becomes possible only with a Russian passport.
"Thus, the occupier violates international humanitarian law and forces Ukrainians to obtain an RF passport, ignoring the right of the Ukrainian nation to exist," the message states.
The National Resistance Center urges Ukrainians to report individuals who help threaten the residents of temporarily occupied territories. Meanwhile, in temporarily occupied Luhansk, the heating season has started, and Russian occupiers plan to nationalize more than a thousand recreational bases on the Sea of Azov.
"No one will escape responsibility: neither during the war nor after," the NRC concludes.
In the temporarily occupied territories, the invaders intensify filtration measures among teenagers and conduct an active campaign to recruit youth. The occupiers create networks of organizations under the guise of "patriotic" organizations, such as "Young Guard," for the military training of teenagers.
